Westmoreland County's primary office of PA CareerLink is located on the Youngwood campus of the Westmoreland County Community College.

It is operated under the auspices of the Westmoreland-Fayette Workforce Investment Board as a joint venture by the PA Department of Labor and Industry, the Private Industry Council of Westmoreland / Fayette, Inc., and Westmoreland County Community College
