Medicaid Waiver

A Federal program that allows states to use Medicaid funds to provide home and community-based services as an alternative to service provided in an Intermittent Care Facility /Intellectual Disabilities (ICF/ID) . Selected Federal program and funding rules are waived by the Federal government in turn for specific state assurances to protect individual health and safety and to assure quality and financial accountability.

The current ID Waivers that are offered in Westmoreland County are as follows:

PFDSW (Person Family Directed Support Waiver)


  • Ages 3 and up
Financial and Level of Care eligibility requirements apply
  • $30,000 annual service cost cap
  • Monitoring of individual’s health and safety is required
  • Residential services are not available

Consolidated Waiver


  • Ages 3 and up
    Financial and Level of Care eligibility requirements apply
  • No service cost cap
  • Monthly face to face monitoring of individual’s health and safety
  • Residential services available
